In its continued commitment to ethical administration and accountable governance, Jagat Guru Nanak Dev Punjab State Open University has established a dedicated Vigilance Division. The Division functions as a proactive institutional mechanism to uphold the highest standards of integrity, transparency, and fairness in all academic and administrative processes. Dr. Karan Sukhija, Assistant Professor, has been designated as the Chief Vigilance Officer (CVO) to oversee and operationalize the vigilance functions of the University. The Vigilance Division operates in alignment with the preventive vigilance framework and guidelines issued by the University Grants Commission and other applicable Government norms. Its focus is not only on addressing vigilance-related concerns but also on strengthening institutional systems through preventive and corrective measures.

    Objectives

    • To promote transparency, integrity, and accountability in university functioning.
    • To prevent corruption, malpractice, and misuse of official position.
    • To ensure adherence to statutory provisions, rules, and approved procedures.
    • To examine vigilance-related complaints objectively and recommend appropriate action.
    • To facilitate the issuance of Vigilance Clearance Certificates for official and administrative purposes.
    • To strengthen preventive vigilance through system improvement and risk minimization.


    Key Functions

    • Receiving and examining vigilance complaints against university officials and employees.
    • Conducting preliminary scrutiny and placing findings before the competent authority.
    • Monitoring vigilance and disciplinary matters, wherever applicable.
    • Processing and issuing Vigilance Clearance Certificates for purposes such as:
      o Promotion / Career Advancement Scheme (CAS)
      o Confirmation / Regularization
      o Deputation / Training / Foreign assignment
      o Retirement / Voluntary retirement
      o Appointment to administrative or sensitive positions
    • Identifying systemic gaps and recommending corrective and preventive measures.
    • Ensuring confidentiality, impartiality, and fairness in all vigilance proceedings.


    Scope of Vigilance Matters

      The Vigilance Division deals with matters involving:
    • Corruption, bribery, or unethical practices.
    • Financial irregularities or misuse of funds.
    • Abuse of official authority or position.
    • Procedural violations causing undue benefit or loss.
    • Any issue having vigilance or integrity implications.

    Note: Routine service matters such as transfers, postings, promotions, or personal grievances are generally not treated as vigilance issues unless a vigilance angle is involved.

    Submission of Complaints

    Employees, students, and stakeholders may submit vigilance-related complaints through a written representation or email addressed to the Chief Vigilance Officer. Complaints should be specific and supported by verifiable facts, wherever possible. Anonymous or pseudonymous complaints may not be entertained as per applicable norms. All complaints are handled with strict confidentiality and examined in accordance with approved procedures.
